GEO-THERMAL HVAC REPLACEMENT INTERNATIONAL STORYTELLING CENTER

The Town of Jonesborough is accepting sealed bids on the labor, materials, equipment, and wiring to replace four (4) existing geo-thermal HVAC units at the International Storytelling center, located at 100 West Main Street, Jonesborough Tennessee 37659.

WEST MAIN STREET SLOPE PROJECT

The Town of Jonesborough is accepting sealed bids on the labor, materials, and equipment to re-construct approximately 535 linear feet of slope in the 900 block of West Main Street. The physical address of the property is 815 Shell Road; however, the property line falls within the 900 block of West Main Street. Bids will be received until 11:00 a.m., September 04, 2026, at Town Hall, 123 Boone Street, Jonesborough, TN 37659, at which time they will be publicly opened. Bid specifications can be obtained from the Administration Office at Town Hall, or on-line at the Town of Jonesborough’s website under West Main Street Slope Project. Plans for the project may be obtained in paper form at Town Hall, can be emailed to the bidder upon request, or viewed/downloaded on the Town of Jonesborough website under WEST MAIN STREET SLOPE PROJECT. All bids shall be sealed with the outer envelope marked: West Main Street Slope Project.

2026 HOLIDAY LIGHTING AND DECORATIONS FOR THE TOWN OF JONESBOROUGH

The Town of Jonesborough seeks the services of a licensed, qualified and experienced holiday lighting and decorations contractor to provide holiday lighting and decorations in downtown Jonesborough and the select areas for the 2026 holiday season. Our goal is to encourage visitation and to create a full experience for each resident and visitor. The intent of the RFP is to have a successful contractor enter into an agreement with the Town of Jonesborough for the desired services. The term of the initial agreement shall be for the 2026 holiday season. The Town of Jonesborough will retain the option, at its sole discretion, to award up to three (3) renewal periods of one (1) year each. The selected company will use creative ideas and concepts to ensure cohesiveness in the holiday theme and design of all lights and decorations in all areas designated by the Town of Jonesborough in this RFP.

TOWN OF JONESBOROUGH AMENDMENT NO. 3 REQUEST FOR PROPOSALS (“RFP”) 2026 HOLIDAY LIGHTING AND DECORATIONS

CLARIFICATION – MAIN STREET TREE LIGHTING

Date: August 27, 2026

In response to a question received from a prospective bidder regarding the requirement for the fifteen (15) trees along Main Street to be wrapped “from top to bottom in colored lights,” the Town provides the following clarification:

The intent of the requirement is to provide consistent and visually balanced lighting coverage throughout the height and canopy of each tree, while allowing reasonable flexibility due to differences in tree size, shape and branch structure.

For purposes of preparing proposals, “wrapped from top to bottom” means that lighting shall be distributed throughout the tree from the lower portion of the tree through the upper canopy, including the trunk and primary and secondary branches, to create a substantially illuminated appearance from top to bottom. The requirement does not require each individual branch to be wrapped continuously from its base to its tip.

The Town recognizes that the Main Street trees are living trees and that their size, shape and branch structure may change from year to year due to natural growth, pruning, trimming, maintenance or other circumstances. The Town therefore allows reasonable flexibility in the specific branches and portions of each tree that are wrapped based upon the individual structure, condition and accessibility of each tree.

The contractor shall make reasonable field adjustments as necessary to accommodate the individual characteristics of each tree while maintaining the overall lighting coverage and appearance required by the RFP. Such flexibility does not permit significant portions of the tree, including the upper canopy, to be intentionally left unlit.

This clarification is intended to establish the Town’s interpretation of the existing “from top to bottom” requirement for purposes of preparing proposals. Bidders shall base their proposals and pricing on this clarification.

All other terms, conditions, specifications and requirements of the RFP and previously issued amendments remain unchanged.

TOWN OF JONESBOROUGH AMENDMENT NO. 2 REQUEST FOR PROPOSALS (“RFP”) 2026 HOLIDAY LIGHTING AND DECORATIONS

Date: August 27, 2026

The Town of Jonesborough hereby issues Amendment No. 2 to the Request for Proposals (“RFP”) for 2026 Holiday Lighting and Decorations. This Amendment modifies the Main Street tree lighting scope identified in Exhibit “A” of the RFP. The section entitled “AREAS TO BE ILLUMINATED AND DECORATED” is amended as follows.

AREA 3 – Trees on Main Street

The requirement for the number of trees along Main Street is amended from fourteen (14) trees to a total of fifteen (15) trees.

The amended RFP also includes a photograph identifying the added tree (one (1) tree in front of Verselets store) listed as Photo 14.5.

PROPOSAL SUBMISSION DEADLINE

The proposal submission deadline is hereby extended from 10:00 a.m., August 28, 2026 to 8:00 a.m., Monday, August 31, 2026. All proposals must be received by the Town of Jonesborough no later than 8:00 a.m., Monday, August 31, 2026.

ALL OTHER TERMS REMAIN UNCHANGED

Except as specifically amended herein, all terms, conditions, requirements, specifications, and other provisions of the Request for Proposals for 2026 Holiday Lighting and Decorations, including Amendment No. 1, remain unchanged and in full force and effect.

TOWN OF JONESBOROUGH AMENDMENT NO. 1 REQUEST FOR PROPOSALS (“RFP”) 2026 HOLIDAY LIGHTING AND DECORATIONS

Date: August 19, 2026

The Town of Jonesborough hereby issues Amendment No. 1 to the Request for Proposals (“RFP”) for 2026 Holiday Lighting and Decorations. This Amendment modifies and clarifies certain provisions of the RFP. Respondents shall incorporate the changes identified below into their proposals. The section entitled “AREAS TO BE ILLUMINATED AND DECORATED” is amended as follows.

AREA 3 – Trees on Main Street
The requirement for the number of trees along Main Street is amended from thirteen (13) trees and six (6) large trees to a total of fourteen (14) trees. The amended RFP also includes photographs identifying the individual tree locations.

AREA 6 – Courthouse
A separate Area 6 – Courthouse is included in the amended RFP. The scope shall include:

  • The four (4) columns wrapped in thick garland with lights, or wrapped in ribbons with a bow.
  • Garland or matching ribbon on the balcony with a wreath or large bow.

AREA 7 – Fox Street Light Poles
A separate Area 7 – Fox Street Light Poles is included in the amended RFP. The scope shall include:

  • Three (3) light poles wrapped in thick garland with lights, with ribbon woven in or a ribbon on top.

PRICING
The instruction previously stating: “PROVIDE QUOTE FOR EACH AREA (1-5)” is amended to read: “PROVIDE QUOTE FOR EACH AREA.” Respondents shall provide separate pricing for each area identified in Exhibit “A” of the amended RFP.

PHOTOGRAPHS AND IDENTIFICATION OF LOCATIONS
The photographs contained in Exhibit “A” have been updated and renumbered to correspond with the amended scope of work and to more clearly identify the areas and individual trees to be illuminated. Respondents shall refer to the photographs contained in the amended RFP when preparing their proposals.

ALL OTHER TERMS REMAIN UNCHANGED
Except as specifically amended herein, all terms, conditions, requirements, specifications, deadlines and other provisions of the Request for Proposals for 2026 Holiday Lighting and Decorations remain unchanged and in full force and effect.
