Board of Mayor and Aldermen

Aldermen are elected to four-year terms that are staggered so that two Aldermen run every two years. The Mayor is elected separately by popular vote (not elected by the Board or the Commission) and is elected to a two-year term. Board members serve without compensation. They must be citizens of the State of Tennessee, qualified voters, and residents of the town for at least one year.

Jonesborough was created by private act by the State Legislature, and changes in terms of service, etc. must also be approved by amendments through the Legislature. Elections are held on the General Election date at the first of November. Board members serve in a voluntary capacity and for the most part do not have regular office hours at Town Hall. Town Administrator

The Town Administrator is a full-time employee directly responsible to the Board of Mayor and Aldermen (BMA). The Administrator is responsible for directing the entire town staff and carrying out policies adopted by the Town Board. The Administrator prepares and submits annual budgets and works with the Town Recorder to keep the Town Board fully advised as to the financial condition of the town. He or she makes recommendations to the BMA on the hiring of employees and is responsible for all disciplinary actions including termination. The Administrator serves as purchasing agent, makes recommendations for improving the quality and quantity of public services, and gives his or her full time to administering the business of the town and the activities of each town department.

Town Recorder

The Town Recorder is responsible for properly maintaining the financial operation of the Town. This includes implementing proper accounting procedures, the proper administration of all town revenues and expenditures, and the monthly financial statements that are reviewed and approved by the Board of Mayor and Aldermen. The Recorder is also responsible for the proper handling of all meeting minutes and recorded documents. All water billing, collection of taxes and payment of fines are handled through the Town Recorder’s office. Abbey Miller, CPA, is the Town Recorder. She has four clerks working in her office, and she is responsible for the activities of the Parts/Inventory Clerk and the five-member meter reading staff.
